Beyond private practice, Mr. Chang has been deeply engaged in industry–academia collaboration and technology policy development. He previously served as Chief Strategy Officer of the China Technology Exchange, where he led initiatives in technology commercialization, integration of R&D resources, and the development of technology-transfer markets. He has also taught patent-related courses at Peking University School of Law and the College of Electrical Engineering at National Taiwan University. In addition, he has served as Deputy Chair of the Intellectual Property Committee of the Chinese National Federation of Industries, Guest Lecturer at the Taiwan Science Park, and Secretary-General of the Technology Law Association, exerting significant influence on industrial policy and professional education.
Mr. Chang has been a Visiting Scholar and Research Fellow at Stanford Law School and Columbia Law School, and is the author of several books on cross-border patent law and practice. He is also qualified as a Registered Foreign Lawyer (Gaikokuho Jimu Bengoshi) in Japan, and actively promotes collaboration and exchange in high-technology and intellectual property matters among the United States, Europe, Taiwan, and Japan, serving as a key bridge for international patent cooperation and technology integration.
